Це був перший саміт столиць та столичних регіонів країн В-4 та Австрії у рамках головування Словацької Республіки у Вишеградській групі.

У роботі Форуму взяли участь мер словацької столиці та керівник столичного регіону І.Несровнал і П.Фрешо, гейтман Центрально-Чеського краю М.Петера, керівник Мазовецького воєводства Польщі А.Струзік, голова регіону Пешт в Угощині І.Сабо, заступник голови Парламенту Землі Нижня Австрія Й.Геурас,  представники мерій країн Вишеградської групи і Австрії. Слово для виступу в рамках дискусії було надано також українському представнику - директору Департаменту економічного розвитку і торгівлі Київської ОДА І.В.Самойлову.

Під час роботи форуму були обговорені актуальні питання самоврядування столичних регіонів, проблематика управління столичних міст країн В-4 та Австрії, визначено спільну взаємодію у рамках відповідних виконавчих європейських структур з метою вдосконалення роботи самоврядних органів у центральноєвропейських країнах. За результатами роботи саміту його учасники прийняли спільну декларацію.

У рамках зазначеного заходу з боку його учасників неодноразово підкреслювалася готовність країн В-4 сприяти українській стороні в процесах євроінтеграції, зокрема у становленні та організації органів самоврядування. З представниками та фахівцями зазначених країн було домовлено щодо взаємодії в наданні ними фахової допомоги українській стороні.

Joint Statement

of the representatives of capital cities and regions of Austria, Czech Republic,

             Hungary, Poland and Slovakia

We, the representatives of the capital cities and the metropolitan regions of the V4 countries and Austria,

Bratislava and the Bratislava Self-Governing region (Slovak Republic), Prague and the Central Bohemia Region (Czech Republic), Warsaw and Mazovia Voivodeship (Poland), Budapest and the Pest County (Hungary), Vienna and the Lower Austria (Austria),

in order to revive the interregional cooperation among the countries of the Visegrad Group and Austria, in order to support closer coordination, cooperation in European affairs and concrete project cooperation in the new programming period 2014-2020, due to the specific challenges faced by the capital cities of the Visegrad Group and Austria and their wider metropolitan regions,

appreciate

the holding of the 1st summit of the capital cities and the metropolitan regions of the V4 countries and Austria under the Slovak Presidency of the Visegrad Group,

agree that we will

• support deepening of cooperation among the countries of the Visegrad Group and Austria at the local and regional level,
• actively cooperate and enhance our communication in European affairs,
• strengthen our cooperation in decision-making processes of the European Union in areas where common interests are identified, while the emphasis will be put on the regional policy of the European Union and the European structural and investment funds,
• promote joint projects in the framework of the Interreg Central Europe programme,

• consult and coordinate common positions within the current agenda of the European   Committee   of  the   Regions,   Eurocities,   Metrex   and   other organizations advocating at European level,
• jointly notify the relevant authorities at the European/national level about cases where the interests of the regions and cities are riot sufficiently reflected,
• support the search for more objective criteria for measurement of the well-being of the regions,
• support cross-border transport projects to link the capital cities of V4 and Austria,
• support multilevel governance in our territory based on the principles of subsidiarity, proportionality and partnership,
• speak with one voice against curtailing of the competencies of the regions and cities and support their financial self-sufficiency,
• actively contribute to the decentralisation of the European Union, including leading a communication campaign to increase awareness of the citizens about the European Union policies and their impact on the level of regions

and cities,

jointly declare

our resolve to hold regular meetings, at least once a year at joint summits of the capital cities and metropolitan regions of the V4 countries and Austria.

In conclusion, we agree,

that the 2nd Visegrad summit of the capital cities and metropolitan regions will be held in Prague, the capital city of the Czech Republic, as the Czech Republic takes over the Presidency of the Visegrad Group from the Slovak Republic.
